Early Learning Initiative (ELI)

The Early Learning Initiative (ELI), based at National College of Ireland, runs a wide range of free early learning and parent-child programmes across Dublin 1.

ELI works in partnership with families, libraries, community centres, local services and schools to support children’s early learning, language development, confidence, school readiness and parent-child connection.

Their programmes are designed to be welcoming, accessible and community-based. Many activities take place in familiar local spaces such as libraries, community centres and primary care centres, making it easier for families to take part close to home.

ELI programmes can be especially helpful for parents and carers who would like to support their child’s development, meet other families, build routines around reading and play, or access gentle early learning support before preschool or school.

Programmes may include:

Storytelling & Song Time

Storytelling and song sessions help young children build language, listening, rhythm and early communication skills in a playful and relaxed way. These sessions also give parents and carers ideas for using songs, stories and everyday conversation at home.

Playgroups

ELI playgroups provide a friendly space for babies, toddlers and young children to play, explore and socialise. They also give parents and carers the chance to meet others, share experiences and feel more connected in the community.

Read, Rattle & Roll / Baby Massage

These programmes support bonding, communication and early development through reading, movement, touch and play. They can be a gentle way for parents and babies to spend focused time together while learning simple activities that support development.

Mam & Baby Fitness

Mam & Baby Fitness sessions support mothers to take part in movement and wellbeing activities while staying connected with their baby and other parents.

Language & Storytelling Sessions

ELI also supports language and storytelling activities, including sessions such as Mandarin storytelling. These programmes help children experience language, stories and culture in an engaging and inclusive way.

ParentChild+ Programme

ParentChild+ is a home-based early learning programme designed to strengthen the bond between parent and child and support children’s learning at home.

The programme takes place over two years, following the school year calendar. Families receive two half-hour home visits each week. During these visits, parents and children explore books, toys and play-based learning activities together.

Families receive a new book or toy each week, helping to build a home learning environment and support children’s language, confidence and early development.

This programme is free for families.

ELI programmes are delivered in a range of local settings across Dublin 1, including:

   Pearse Street Library

   Charleville Mall Library

   Central Library, Ilac Centre

   Ringsend Community Centre

   Primary Care Centres, including Pearse Street and Irishtown

   National College of Ireland

   Other local community venues

Programme times

Programmes generally run on weekday mornings, with some afternoon sessions also available.
